The term ROM (read only memory) is a computer file that contains data from a read only memory chip or CD-ROM.
ROMs of copyrighted materials are completely illegal to distribute over the Internet. While many sites claim their distribution of ROMs is legal, this simply is not the case.

"You Can Download any ROM as long as you delete it within 24 hours"
This is a made-up statement, and there is no law that tolerates this practice.
"If you own the game, it is legal for you to download the ROM to that game"
Again, this is another "fact" that was pulled from the air. Much research has been put into it and there are only two exceptions. One is volatile media, which requires the original product to be on magnetic media. The other is only for temporary memory (such as the Playstation 3.)
NOTE: This might be different based on the country where you live, however distributing illegal or illegally obtained content is ALWAYS illegal. Distribute it over P2P or similar without comercial profit is not illegal in some countries.
